The researcher aims to examine the possibility of applying the ISO 25010:2023 standard for measuring digital quality as a global tool for enhancing superior human resource performance at the Baghdad Al-Rusafa Health Directorate and some of its affiliated departments. The study sought to identify the extent to which the requirements for implementing the standard are available and to assess its dimensions related to digital product quality, namely: functional suitability, performance efficiency, compatibility, usability, reliability, security, maintainability, flexibility, and safety, as well as their contribution to enhancing the levels of superior human resource performance. The study was based on the premise that the application of the ISO 25010:2023 standard requires an advanced digital infrastructure, modern information systems, and contemporary technologies capable of supporting both healthcare and administrative work environments. Such requirements contribute to improving organizational performance efficiency, enhancing the quality of services provided, and achieving institutional excellence in accordance with international digital quality standards. To identify the research problem, the researcher conducted preliminary exploratory interviews using a checklist and a set of pre-prepared questions. These were answered by a sample of ten managers representing different administrative levels. The findings of the exploratory stage enabled the identification of the key issues and challenges faced by the study population. The Baghdad Al-Rusafa Health Directorate was selected as the field of study because it represents a vital public institution facing increasing challenges related to digital transformation and the need to improve organizational and human resource performance, in addition to the importance of adopting modern digital quality standards in developing healthcare and administrative procedures and services. The practical aspect of the study was supported through a workshop attended by thirty managers and employees from the Directorate. The workshop generated insights regarding the strengths, weaknesses, and recommendations associated with the implementation of the standard. Furthermore, the study measured the dimensions of the ISO 25010:2023 Product Quality Model and applied them to selected departments directly concerned with quality and information technology. Checklists, parametric data analysis techniques, mathematical equations, and experimental measurement methods were utilized for this purpose. Subsequently, a questionnaire was developed to examine the relationships and effects among the study variables using descriptive and inferential statistical methods. A purposive sample of eighty employees with different responsibilities and specializations was selected to participate in the survey. The questionnaire consisted of eighty-five items designed to assess the level of adoption of digital quality standards and their contribution to improving organizational performance efficiency, supporting decision-making processes, facilitating change management, and achieving optimal utilization of digital systems. The study concluded that there is a statistically significant correlation and the application of the ISO/IEC 25010:2023 standard, through its dimensions, supports the measurement of digital quality and enhances the superior digital performance of human resources.
